EU is unlikely to introduce AD duties on SiMn imports

    The possibility of introducing SiMn antidumping duties seems to be low as local producers are not able to satisfy demand from domestic steelmakers. This position was mirrored at the EC Commission voting. Thus, it proposed final duties of 7.8% for Kazakhstan, 9.1% for China and zero for Ukraine, a straw vote for the 27 EU member states showed a majority opposed to any duties, none in favor and the rest planning to abstain. Prior to the informal vote, the EC Commission reportedly rejected Kazakhstan’s offer to limit supplies quantities, and indexing. Instead, the EC offered to reduce the proposed duty to 6.5%. There were no changes of proposed duties for Chinese or Ukrainian material.
    In case of negative decision on the introduction of the duty we expect that European producers will not be able to increase domestic prices of SiMn due to lower prices on imported material. On the other hand, Ukrainian producers will have no possibility to increase their supplies to the EU at the expense of Chinese and Kazakh shipments.
